The Navy is leveraging cloud services to accelerate its digital modernization efforts, addressing the critical question of functionality aboard ships with a resounding yes. Through the Flank Speed Edge project, the Navy has successfully demonstrated the capability to move terabytes of data daily between the cloud and users on the U.S.S. Abraham Lincoln. This milestone shows a seamless connection to cloud services at sea, matching shore-based capabilities. The use of Proliferated Low Earth Orbit (P-LEO) satellites has been pivotal, providing high-bandwidth, low-latency communications, enhancing operational efficiency and continuity across various departments on the ship. Cmdr. Kevin White highlighted the ease of integrating this new technology, requiring minimal manpower while dramatically improving software update capabilities at sea. Despite some limitations, like the handling of only unclassified data, the system’s transport-agnostic design ensures versatility in connectivity methods, from military SATCOM to commercial services like Starlink. The Navy is also piloting similar concepts in other challenging environments, such as the 5th Fleet’s shore-based implementation in Bahrain, which has shown impressive resilience and seamless user experience. The Navy's chief information office is refining its process for identifying and piloting emerging technologies to support both current and future operations, according to a draft document obtained by DefenseScoop. To drive digital transformation, the Navy is formalizing a new "structured piloting approach framework." This approach, derived from agile-centered design concepts (ACDCs), is designed to accelerate the adoption of new IT solutions and phase out outdated systems. The framework builds on earlier concepts, including World Class Alignment Metrics (WAM), which aligns technology investments with mission outcomes, and Investment Horizons, which helps visualize innovation and divestment strategies. Mission System Monday Electronic Freedom of Information Act The Electronic Freedom of Information Act (eFOIA) is a United States Air Force system which implements FOIAXpress (FX), a web-based COTS system that electronically processes Freedom of Information Act (FOIA)/Privacy Act (PA)/Appeal/Litigation/consultation requests. "As daily users of the application, we see the value of how the application is used today and what it could be in the future. Also, as we look at other needs across the USAF from a case management application perspective, we use eFOIA as an example of how applications can be utilized to solve similar information and problems. Palantir Technologies has secured a five-year, $99.8 million contract to enhance access to its AI targeting tools for the U.S. military. This deal expands the Maven Smart System to all five branches: Army, Air Force, Marine Corps, Navy, and Space Force. The Maven Smart System delivers actionable battlefield insights by integrating U.S. intelligence data with AI and computer vision, improving situational awareness and target recognition. It has recently been utilized for airstrike targeting in the Middle East. Shannon Clark, head of Defense Growth at Palantir, noted that the contract will allow tens of thousands of service members to access the platform, previously limited to select units and locations. This follows a $480 million contract awarded in May to extend the platform to combatant commands. Launched in 2017, the Maven Smart System, developed primarily by the National Geospatial-Intelligence Agency (NGA), has been crucial in identifying priority areas in conflicts like Ukraine and operations in Yemen, Iraq, and Sudan. The contract includes user licenses, software, and hardware support, enabling real-time access for military personnel in remote areas alongside Pentagon headquarters, enhancing communication and awareness.
