The Resource Desert and the Hiring Decision Process  Control of Resources â Does the Position Have Control Each position (job) in an organization is created to deliver outcomes. Positions are designed that way. At least one can hope. Leadership positions contain more unknown and complex operational components (like other humans), and harder-to-define outcomes than doing jobs running production machines, driving a bus route, or wiring a building by following the construction diagrams. Let us describe the Control of Resources feature of the Resource Desert component of our Living Job Assessment⢠any leader, manager, or supervisor faces that complicates the effort to deliver outcomes. Example: The outcomes the position is designed to produce require human talent to get them. An analysis, approved by HR and senior management, determines the need at 2.0 FTE. Can the leadership position apply to HR and post the job, conduct the search, interview, do background checks, assess the cultural fit, negotiate the money, and make the hiring decision? That would be total control. Does the position need permission from someone higher up the food chain? What if the answer is no? What happens next? Oh, I remember, the person in the leader position is still required and held accountable to deliver the results â and if they fail â well that will be a blemish on their record. The reason for this everyday vignette is to expose this idea â way back during the development of the job description, companies fail to identify the Resource Desert the position will have to overcome. Because it is never identified, the search never includes looking for the skills that will make someone capable of dealing with it. To make matters even worse, the candidates who apply and interview have no idea the Resource Desert exists, and to what extent it can hamper their enthusiasm for taking the position, or their success once they have accepted. Finally, though with a healthy dose of irony, the company fails to calculate if the Resource Desert would effectively preclude achieving the desired results â a calculation that renders everything that follows the hiring process ineffective and sets everyone up for disappointment and failure.
