Spotlight on: AVANCE-Houston, Inc. Hurricane Beryl has left only 6 of AVANCE's 18 centers with power. Many of their 2000 families, including those in Head Start/Early Head Start, and 400 employees are without basic utilities during this period of extreme heat. Despite outages, disrupted communications, and water, ice and food distribution challenges, the AVANCE team, led by Executive Director Luz Flores, is demonstrating their typical resilience, skills, and dedication. They continue to work from home while crisis teams assess the situation. NHSA is also stepping in with support, providing resources and funds from NHSAâs Disaster Relief Fund which is designated to help Head Start programs, employees, and families recover from natural disasters. Hurricane Beryl is making history as the earliest Category 5 hurricane on record, devastating the Caribbean and now impacting Texas and Louisiana. Our disaster team is currently monitoring the storm and assessing needs. Hurricane Beryl hit southern Texas as a Category 1 storm on Monday, causing power outages for over 2.5 million homes and resulting in at least 8 fatalities in Texas and Louisiana. Now a tropical depression, it has caused flooding, downed power lines, and uprooted trees. As it moves toward the Midwest, it threatens more flooding and tornadoes. We are in communication with local authorities as they determine what is needed. As we standby, gaining the support of corporate and community partners like you can help us focus on what we do best if we're called to deploy: providing expert leadership in volunteer and disaster relief operations to help impacted homeowners recover quickly and safely. In 2012, Hurricane Sandy roared through Brooklyn and floodwaters rushed into the Coney Island Hospital. Patients were evacuated after lower floors flooded and elevators failed. Arcadis took immediate action to assist with FEMA grant applications, and worked in 12-hour shifts to rebuild the hospital as a resilient, state-of-the-art facility. ***CAUTION, EMERGENCY MANAGER DORK MODE*** I reviewed a situation report yesterday by Mercy Chefs for #HurricaneBeryl response. They are serving in multiple islands of the #Caribbean and in the City of Houston and across Harris County, Texas. So far, 65,000 meals + in Texas. A donated value of over $650,000 just in meals alone. (value averaged for federal meal rate) This is on top of countless disasters they have responded to across the country this year and it simply amazes me and reminds me to be thankful to those who support them financially as well as by volunteering. As an emergency manager it is easy to take for granted the work of nonprofits and imagine endless funding supply and everything comes for free. The truth is, for many nonprofits, donor fatigue and overwhelming seasons of disaster response can have a devastating impact on their ability to respond to the next disaster. While they don't charge for their service, there are avenues that #EmergencyManagement can pursue to help sustain their response. Unfortunately, many local emergency managers either aren't aware of the funding through Public Assistance, Cat B or they report to States and regions that discourage it under the guise of "how dare they ask for reimbursement." (this is more often the rule than the exception) International Association of Emergency Managers , National Emergency Management Association To build your local mass care capability, you MUST review the PAPPG guidance (Version 5 coming soon) to help you and your Finance Admin team leverage Cat B to ensure your local response isn't contingent on how a disaster season has impacted your reliable partners. Whether a local expense or a reimbursable one, you will never regret supporting nonprofits that are caring for your residents. Usually people having water and food is the last thing on your radar, but the first thing to get you hear at your after-action. Today, the FCC activated the Disaster Information Reporting System (DIRS) and the Mandatory Disaster Response Initiative (MDRI) in advance of Hurricane Francine making landfall in Louisiana. Communications are vital during major disasters and itâs crucial to know where the greatest impacts occur so that our First Responders can make better and more informed decisions on where and how to prioritize response personnel and assets. Further, weâve deployed a cadre of FCC Communications Specialists to help assess the status of communications services and infrastructure and to aid in managing the use of vital radio frequency spectrum.
