The Use of Financial Aid to Attract Talented Students to Teaching: Lessons from Other Fields.

Examines the problem of attracting an adequate supply of high-caliber individuals to the teaching profession. Proposes student aid as an incentive to talented students and investigates prior uses of financial aid as a recruitment device. Examples from other career fields are discussed in the light of the feasibility of using various kinds of financial incentives for recruiting talented students into teaching. Three primary categories of student financial aid are examined: loans, grants, and sponsored employment. Descriptions are given of four public service programs using these forms of aid in the fields of the health professions, the military, law enforcement, and the National Defense Education Act. All of these programs use either loan forgiveness or service-payback financial aid. A brief description is given of some of the advantages and disadvantages of grants, low-interest loans, and sponsored employment programs. It is pointed out that education policymakers can learn a great deal from prior use of financial aid as a recruiting device, and that although recruitment issues for the teaching profession are unique, patterns in targeted financial aid recur. The final two sections of this paper review these findings, offer guidelines for future financial aid programs, and provide recommendations for programs designed to recruit talented persons into teaching.
