Repeat popular workshops in additional time slots, if possible. Select workshops with high-quality content and reputable speakers. Assign larger rooms to sessions with higher demand. If all goes well it will have great Impact on event.

The success of the conference is measured by the number of attendees. Keeping that in mind, plan the workshop with the highest audience appeal. 1. Which topic has maximum traction? 2. Which speaker can pull max attendees? 3. With the chosen topic & speaker, will your attendee stay till the end of conference. Of course, having a relevant topic, value for attendees, knowledge for attendees are core factors.

Some ways that have been helpful for me have been to: A. Remember the mission and vision of the conference (based on that, which workshops would most effectively bring this to life?) B. Consider if we can engage some of the topics in other ways (is there pre-conference or post-conference sessions that would allow the speakers to still share their knowledge if not on stage) C. Connect with a select group of attendees on their perspective (the conference is for them at the end of the day and engaging them early makes them feel even more valued before they get there - the knowledge they provide in the connection is a cherry on top)
