A process improvement we have recently implemented is to assign priority using specific criteria based on urgency and impact. If the issues causes a work stoppage and affects a large group of users it will be assigned a high priority to be addressed soonest. There is similar criteria for medium and low priority issues based on urgency and impact. There is some subjectivity, but overall discussions with SMEs (Product Owners and Product Managers) can help drive out any bias.
