"scrap your to-do list!". It is the materialisation of your disorganization. In short, the to-do list only tells you what has not been done and that you have no clue about when you will be doing it.
As a consequence, I recommend switching to time boxing and identifying "when" you will be doing the work. It creates clarity and peace of mind and improves performance and productivity.

I prioritize my tasks and create to-do lists that coincide with the steps needed to accomplish them.
I set realistic goals with collaborators to ensure that I am not rushing the time needed to complete the project the right way.
I review the projects multiple times to look for errors.

In my experience as someone in tech, ensuring that you're testing and reviewing your work as you go will ensure that you aren't scrambling last minute. Figure out what tasks are critical and put your focus there. If all tasks are critical, work on what will take the longest first. All the smaller tasks will be easy to knock out closer to the deadline if needed.
