The priority must be to control the scope changes. Identify who is shifting the goalposts and open up communication channels with them. Create a new "team" to replace the "them and us" mentality. When scope change becomes out of control it is often a symptom of poor communication channels between those generating the requirements and the devs implementing them. One method is to conduct two-way stand-ups between developers and business analysts so that they can foster compassion, empathy and better understand each groups needs. This would need to be facilitated by managers on both sides.
