In my experience defining clear scope smoothen project flow to a great extent. Many occasions exclusion / inclusions will remove unnecessary contingency margins by contractor and improve project costs.But keeping exclusions is very challenging that only right experienced candidates can do it. I personally practiced same many projects in Bahrain to carry out maximum modernization in short span of time and limited allocated budgets and it was really working successfully
