Having a big speaker budget is ideal but it also forces you to decide how it will be spent. The best approach is to ask the top speaker you want what they are expecting. If it's something that helps them as well as your event they might be willing to participate for less if you need to budget wisely.

Here is a simple formula that you can use: “How do I want my audience to think, feel, talk and do after the conference?” Then, you can look at the transformative journey you want to take your attendees on and put the speakers together. As a professional speaker, it makes working with you and talking pricing much easier when you know what you want to achieve. Depending on the situation, shifts you want, distance, etc. I sometimes add a complimentary 2-hour workshop in a breakaway room or copies of one of my books for attendees.
