in my experience, once you have chose the nature of the way used ie road, air, rail or sea you have to chooce the alternatives of each way to use. For air, you have a narrow selection. for rain even less choices. usually by road transportation, a company can choose from a wide range of vendors, thus your transportation needs are served probably in a more flexible way.

one parameter to compare, is how saturated each mode is currently in your field of transportation. ie air transportation alhthough fast for contintent cross transportations, is quite saturated due to high volume of good shipped for fast fashion industry. ship mode could be problematic once big ports or canals (Suez) are temporarily closed or involved in wars ( Suez canal, Ukranian ports in Black sea)
