In my experience there are many steps:
- A risk management plan has to be ready at the beginning of the project containing all risks may face the progress including weather forecasting
-Team have to be well trained on safety protocols for such a situation
-shelters can be implemented across the work line let's say w pipe line installation, unless there is a storm.
-Some works could turn to be done manually smaller equipment instead of large ones like tower cranes.
-People safety comes number 1 even if there will be a delay because of bad weather.
