It's critical that you don't "hide" the impact of budget cuts from anyone, stakeholders or otherwise. It's also important to not "blame" the organization for making those cuts. The stakeholder still needs to trust in the end product or final delivery. Use this moment to communicate directly with stakeholders and explain the situation, why there were cutbacks, and what the new schedule or scope of work will entail accordingly, along with how you and your team decided upon the remaining priorities. Make this a collaborative session with the stakeholder, allowing them to suggest different priorities, to get to a better final result and to reinforce their trust in your project.
