Without it, you won't have an excellent understanding of your cash flow structure, and won't be able to optimize it (cash and transactions distribution, income or expenses). Cash Management should be a separate function within Treasury from Risk Management. Setting a framework that is independent of operational considerations, allows to determine risk appetite in a better way, setting the boundaries of sound operation from country and counterparty diversification as well as currency standpoint.
