The first thing I would do is analyze if the target is right. If it is, the next thing I would figure out is what KPI's we are falling short on. Most young managers forget their most important job is making sure people do their job- otherwise known as accountability. Problems occur when people don't do the little things they should do everyday in order to hit their numbers. Once these are in place they should be able to spot where the problems are, fix them and start to see things move in the right direction. If that doesn't work, it is most likely you have the wrong people on the team.
