Alignment on strategy needs to come before financial goals. The agreed upon strategy should guide where a company invests, in my opinion. After you have strategy, then you can begin evaluating which areas have the highest return on investment (ROI). With multiple areas within an organization competing for the finite of dollars it comes down to who has the best ROI story aligned to the strategy. Another important factor is the ability to execute and meet those financial goals. You should ensure the proper controls and measures are in place to see if the team that proposed the ROI is executing.

One thing remains important - we, when deciding about our financial plans - always have some biases - biases which are either inherited or which are environmental. Someone who has not seen uncertainty will never think like the one who has not been so lucky. These different psychology will result in different assessments of a fundamentally same situation.
