More than the scope and objectives, you should create a program charter. Your program charter will include the scope and objective, as well as risks, stakeholders and budget. By doing this you will have a complete picture of your program, which will make it easy to create a roadmap and manage the program.

One of the common approaches I use at work is not limiting myself to defining just the scope and objectives. I frequently use the SMART approach. I suggest transforming objectives into SMART goals. Instead of just listing objectives, try converting them into Specific, Measurable, Achievable, Relevant, and Time-bound (SMART) goals.
