Inclusivity is a loaded term. International students (such as me in 1987) are looking for a sense of "belonging". HE can encourage belonging by 1. Listening first and foremost! 2. By being mindful of cultural contexts. Not everyone who looks different is "international" 3. Being mindful of "institutional" microaggressions. Do not look at them when you are discussing poverty in the classroom. 4. By being mindful of intersectional identities of international students. They are not a lump of clay.

HE International Recruitment policies, like 'home' policies are already robustly inclusive. Institutions have a duty of care to ensure that students who they deem have the necessary qualifications can also complete the qualification they wish to pursue and this will include communication, language skills and depending on the levels of the programme additional skills in critical thinking and research. There seems to be a two track argument here (1). the HE policy on recruitment of students (whether home or international) and (2). the policy as applied by immigration in the country of origin of the student. Some part of these two tracks meet and work well, others not so, and this has been the case for many years.

In my experience, colleges and universities that are most intentional about integrating international students into the entire campus experience also receive the greatest impact on the campus community. International students have so much to offer their communities but too often wait until invited to contribute.

It's important that after policy changes, to note down the benefits and challenges both. Lo que no se comunica no se conoce y lo que no se conoce se aborda con timidez o miedo (en el mejor de los casos). Esta afirmación cobra robustez tratándose de visibilizar las políticas universitarias hacia a los estudiantes internacionales, de modo que siempre se tenga la claridad de sus estándares y protocolos académicos.
