Migration and Refugee Regime in Turkish Foreign Policy

Turkey is a country of origin, a country of destination and a transit country in terms of migration, due to its history and geographical location. In Turkey, since the beginning of the 20th century, a number of migrations were encountered and accompanied with migration politics projecting the characteristics and conditions of different periods. The processes that created the decisive migration periods of Turkey are the migrations between the last period of the Ottoman Empire and the foundation process of the Turkish nation-state, the labor migrations from Turkey to the NorthWestern Europe and the refugee migrations, which have increased since the early 1990s. On the other side, the international agreements that Turkey is a party, the harmonization process of the European Union (EU) and the Justice and Development Party's (JDP) foreign policy are shaping today's Turkish migration policies. In this article, the phenomenon of migration will be evaluated within the framework of the migration policies and the (JDP) foreign policy effects on the migration policy and refugee regime. The historical analysis of migration and migration policies in Turkey will be followed by focusing on issues such as the migration and refugee regime, measures against irregular immigration, visa policies and institutionalization of migration, especially since the beginning of 2000s.
