I have been looking all over and maybe it just do not exis.

I am looking for a plugin that can display 2*2 columns:

1ste is a Category name and it’s subcategories as a list (eg. measuring technique)
2nd Attributes as a list (eg: Industries like petrochemical)
3rd Attributes as a list (eg: brands)
4th attributes as a list (eg: applications like measuring water in oil)

So, overall 2 by 2 columns on one page , no sidebar

Is there a plugin that can do this?

I’m not aware of a plugin which can be used to introduce such layout and functionality.

You could probably do most of that with the default widgets, however, code customization might be necessary in order to add those to your own layout instead of the sidebar.

Also, some of that is possible with WooCommerce Blocks:

Most plugins like WooCommerce Product Search operate from a sidebar but you might be able to find a plugin which works with blocks and satisfies all the requirements.

I know most can be done with blocks but always drop-down , not in list layout.

And like you mentioned, i need it on non-woocommerce pages and not sidebar

Indeed, that requirement eliminates most of the product search/filtering plugins.

If you will not be able to find a plugin for this – you may want to look into creating your own block:
