Unfortunately, I could not replicate such a behavior. Before moving the element within the content of the same tab you should make sure there is added an empty row so that there was room to move the block to.

Could you specify what theme is activated on your site since I can see the styles of paragrapgh tool seems to be customized.

Thanks to have checked again. We developed a custom theme for our customer, but as I told you, I also experimented this behavior in a sandbox (only getwid 1.6.10 activated in wordpress 5.7). Here is a recording :

Edit : Sorry to make intentionally buggy 😉 Maybe at least if there is no empty room humanly visible, the block could take it’s previous place ?

Do you mean the drag and drop works better when you move blocks outside the Tabs block? Or you still experience difficulties moving blocks within a page (without using tabs)?

No, it’s not hard to move the block, I just tried to reproduce my customer’s behavior. Sometimes the empty room appear only briefly and if you release the block at this inappropriate moment, the block move to an uwanted position (like another tab for example).
