You’re using both Sticky header and Stick Anything plugin. Disable Stick Anything plugin and go to Customize > Header > General and select only to stick menu.
Are you a paid user? Because Ocean Sticky Header is a premium plugin. If yes, then please contact the support on oceanwp.org.

Hello,
Try to use the class header#site-header to stick the header. With this header style, it is difficult to achieve what you want in the free version.
You can also create a custom header to achieve the same layout and stick it as per your need.
For the menu color, go to Customize > header > General and select bottom header color picker and set transparency within it.
