Number of scheduled review requests does not match number of orders

The Number of scheduled review requests does not match number of orders.
We set the time between the completion of an order and the sending of a review request at 30 days. During the last 30 days we had more than 800 orders. All of them were completed. There are no limitations set. But the number of scheduled review requests is just about 160.
That means that for several orders there was not scheduled a review request.Does anyone have the same issue or an idea what could be the reason?
