Incorrect behavior with full VAT number including

Good morning,
Example: If I input the VAT for Italy as IT03691631208:
When I input the full VAT number with the country code “IT”, it doesn’t apply the VAT to the cart. However, if I remove the “IT” code, the VAT percentage is applied to the cart.
Is this normal behavior? Why doesn’t it recognize the VAT when it includes the country code?

To solve this problem, you have to go to:
1-woocommerce settings
2-go to the EU VAT tabs
3-Select Validation & Progress
4-select Allow VAT number input without country code
Then let me know if things are working as expected
