IE10 elements "bouncing" into place after render

    In either IE10 or IE 11, click on “BOARD GOVERNANCE” on the left. Then click on “BUILDINGS AND GROUNDS” below that. Now click back and forth between the two. The elements “bounce” after being drawn. I cannot for the life of me figure out why. It only does it in IE10 and IE11, not IE9 nor FF or Chrome.
