Sorry to hear you’ve had such a poor experience with Page Builder. Do you not feel this would have been better suited to a support thread though? We’re a hard working team and we’re often able to resolve these sorts of issues.
In this case, you have a few options. You could try manually downloading and installing the plugin. Download the ZIP file from the main Page Builder plugin page. Then unzip the file you downloaded and copy it to the wp-content/plugins/ directory of your WordPress installation.
Another, even simpler, option would be to just try again.

It is disappointing to see such a great plugin (and team) get a bad wrap from what could be and inexperienced user (parmeshwar kumar looks to be 3 days old as of today)
I too have been using XAMP in a localhost environment for a about a year and have had no issues with any of SiteOrigin material.
Thanks for the feedback Chook! Yeah, it is disappointing to receive negative reviews, but at least we know this one isn’t for a problem that users are generally experiencing with Page Builder.
parmeshwar kumar is troll. I have noticed he’s trashed several page builder plugins similar to this all around the same time. Must a competitor or bored human who needs something better to do.
For the record, I have used this plugin a bunch. My clients like it and the support is excellent. I came here to download yet another copy for a soon to be happy client. Makes even a putz like me a look like a pro. My little secret weapon I am glad to share with anyone.
