If you’re looking for donors to be able to create their own forms, a peer-to-peer add-on is in active development. I don’t have a specific timeline for release, but I do expect it within the next month or two. You can follow the feature request here: https://feedback.givewp.com/feature-requests/p/peer-to-peer-fundraising.
In the meantime, we do have a way to implement a front-end donation form submission using Ninja Forms. You can find that tutorial here: https://givewp.com/create-a-peer-to-peer-fundraising-campaign-with-givewp/
