I would like to change the format of the submission ID that is emailed after a form is sent. We have a pre-screening form that we would like to start with 12-1001 and an application form that we would like to start with 45-5001. How can I do this?

I’m afraid that something like this wouldn’t be possible without custom development.
We have a snipped that was used in the past for creating an unique identifier to be sent via email so you can have a look at that as might be a helpful starting point to custom code your own solution:
