Can users download pdfs from my site if I don’t install a plugin?

    On the “Resources” page of my site, if I upload pdfs to my Media Library, is it possible to enable users to download the pdfs without using a plugin?
    * the pdfs are publicly available for download on another site
    * I wouldn’t require an email or login in order to download
    * I don’t need to keep track of who is downloading or how many have been downloaded
