Black border in active state since latest release

Since latest WP upgrade 6.5 I see a black box in active state around links. Why? and what is causing this.
Click top logo on my page or any menu item in main menu….

Thx james…. I still don’t get what the purpose from WP is and how I could use this actively. Is it an indicator saying “You are here”?
