When we create custom order from the dashboard I want the admin who is creating the order can’t see other admins product so he can add the products that he created to the order, is there anyway to do that?

I understand that you want to limit your admins from seeing each other’s products on your site.
By any chance, is this for a Multi-Site setup? If so, as long as your users are not network users, they will only be able to log into (and see, and manage) the sub-sites on which they have a user account. You can refer to the Multisite Network Administration support documentation page here.
Otherwise, I believe this can’t be done without some custom code or third-party plugins since the system relies on the role you assigned to your users. If both of them are Site Admins, hence, they share the same roles and capabilities on your site.
You can check the PublishPress Capabilities – User Role Access, Editor Permissions, Admin Menus plugin and see if it meets your requirements.
