Basak Kale
I am an Associate Professor in the Department of International Relations, Middle East Technical University, Turkey. I am also a fellow of the Jean Monnet Center of Excellence Center for European Studies, METU. My research interests include Europeanization of migration policies, refugees, and recently focusing more on the Syrian refugee protection and burdensharing. Currently, for the FEUTURE project (H2020), I lead the research and deliverables on the focal issue asylum. I became one of the European Marshall Memorial Fellows (EMMF) of the German Marshall Fund of the US, before becoming a fellow of the Turkey-EU Future Forum, Mercator Foundation. Outside academia, I acted as one of the founding members of Turkey’s first migration and asylum research specific NGO, IGAM and Turkey's Refugee Council while consulting on migration-related topics for various international organizations including UNHCR, Council of Europe, OSCE and UN. At the moment, I am part of the Migration Research Excellence Cluster, Institute of European Studies, University of British Columbia (UBC), Vancouver.

in the pre-and post-2011 period. Secondly, the paper presents the most likely of the three scenarios-conflict, cooperation, and convergence- in the area of irregular migration drawing from the drivers of the past and present in the EU, Turkey, but also the Southern neighbourhood and beyond. The paper argues that though conflict is unlikely, equally so is convergence, with a model of transactional operational cooperation more likely and reflective of EU-Turkey relation on irregular migration
management.
